About FirstSouthwest Arbitrage Rebate Compliance

FirstSouthwest’s arbitrage rebate compliance services practice is one of the largest in the U.S. Since 1987, we have focused exclusively on Internal Revenue Service (IRS) compliance to assist our clients in preserving the tax-exempt status of their bond issues.

Accuracy
Our reputation is only as good as the accuracy of our calculations. This accuracy is the result of a uniquely demanding calculation and review methodology.
 
We developed proprietary software specifically for arbitrage rebate calculations. Our secure system allows for global updates required by IRS regulation revisions and a single source to test the accuracy of the revisions. Approved changes are automatically implemented the next time the calculation is processed. 
 
Our copyrighted checklist addresses regulatory requirements as well as permitted alternatives, which enables us to minimize arbitrage liabilities for our clients while maintaining compliance with the regulations.
 
All calculations are reviewed in detail by at least three individual arbitrage professionals. This three-tier calculation review process significantly reduces the potential for overlooked planning opportunities.
 
Technical Qualifications
Because our arbitrage compliance services practice was established in 1987, shortly after the enactment of the Tax Reform Act of 1986, our seasoned senior staff has expertise in applying both current and prior arbitrage regulations.
 
Our senior staff collectively possesses more than 50 years experience in arbitrage compliance. The senior staff includes two Certified Public Accountants with more than 30 years of combined experience.
 
This expertise gives our clients more than just accuracy. It enables us to quickly familiarize ourselves with each client’s accounting system, customize a non-invasive calculation approach that demands less of our clients’ time, and evaluate the various permitted elections, enabling us to determine the most beneficial compliance methodology for our clients.
 
Experience with the IRS 
We maintain an ongoing relationship with the Exempt Organization/Tax Exempt Bond division of the IRS which audits issuers of tax-exempt bonds. This enables us to successfully assist our clients in navigating IRS Information Requests and provide detailed technical support to IRS agents’ questions for issues under audit.
